It's not just about council tax: confidence and capacity in leadership is key

Since yesterday's release of Sir Michael Lyon’s much anticipated final report, Place-shaping: A shared ambition for the future of local government, there has been a fixation on the cost implications to communities, particularly on council tax. In his report, Michael mentions that a lot of work needs to be done on improving behaviours at a local level and that those behaviours need as much attention as funding.

The report focuses on confidence and capacity - in councillors leading, partners delivering and residents accessing services. A more talented cadre of individuals are needed to lead – both within political parties, and at officer level – as the behaviours of these leaders are the key to the future prosperity of communities.

It also highlights the need for a clear connection between community, local government and central government. Local taxes need to become more transparent so that communities have a better understanding of where their money is going. By doing that, it removes the cloud that inadequate trust and lack of clarity creates.

Place-shaping is a statement of an alternative future for local government. It is also a clear challenge for Rockpools, who works in many local authorities, to harness that pool of talent, from whatever sector, to support excellence in local leadership and governance processes.
